Martin O'Malley past administration along with a few police commissioners may have set the foundation for the current unrest in Baltimore,MD. During O'Malley administration as the Mayor of Baltimore, the police stopped people for nothing and alleged shot for less. This action was not limited to the Black community in Baltimore. The action enforced on all the poor community in Baltimore.
