Prince Georges County Child Support Task force a Closer look

Chapter 246 aka Maryland House Bill 636 for session 2007 needs a good look so all will understand. The story along with others to come is not saying child support collection is not needed. The purpose to educate those so it will be on the record.

If you recall the Streetroachpics.com article titled, “Prince Georges County Child Support System “, it presented some history as to how privatization came be in the state of Maryland and those who wanted to stop it. This article will look at various parts of Chapter 246.

“Task Force to develop a plan and draft legislation to improve child support compliance in Prince George's County among certain paternity establishment and court order establishment and the option of privatization child support enforcement”, What does this mean. This mean the non custody parent is the prey for the Task Force. This means. The Task Force will look at the flaws of the current system in PG County and write laws to collect money but not prevent errors in collection or fine the contractor if errors occur. The Task force is not tasked to prevent any errors in collection only to collect.

Another area of Chapter 246 aka House Bill 636 is the members of the task force. This is every P.G. County resident chance to take part and hold accountable the efforts of this task force. The members of the task force will be selected as follows.

One member from the Maryland Senate appointed by the President of the Senate.

One member from the House of Delegates, appointed by the Speaker of the House.

Prince George's County Executive , or a designee

One member of the Prince George's County Council , appointed by the Prince George's County Council

Director of Prince George's County Office of Child Support Enforcement, or the designee

Director of Prince George's County County Department of Social Services, or the designee

One representative of the Child Support Enforcement Unit of the PG Sheriff office , appointed by the Sheriff of PG

Two parents with an interest in improved child support compliance in Prince George's County, appointed by the Governor

The Execute Director of the Child support Enforcement Administration of the Department of Human Resources, or designee

The next area of the task force of chapter 246 is the prey. If a non custody parent meets these two areas, he or she is fair game for the new laws that are about to come. Item 1 on the list states that if more then 10k in arrears exist this person is a task force target. Item two states payments of 12 months or more in arrears is a task force target. The second item might have a leg to stand on but the first item dose not. It should not take the modern day person with a brain no more then ten seconds to realize that 10k in arrears is too low. I would think the ads I see stating the average child support payment is 800 a month and , if you do the math, 800 times 10 months is 8000. You are dam near the mark if you are just the average.

In closing, one can see a systematic attack on various individual who will have no protection. For example, if the contractors messes up the money count, the contractor is not fined .Money count meaning non custody payment history. A fined in anyones pocket will help protect people. This Bill is just a collection action to fill peoples pockets. This Bill is one sided and has no moral merit. As stated before, no one is denying child support collection is not needed. The problem is the law is not protecting the ones who play by the rules everyday but sometimes fall down. The law is just meeting federal requirements to get more funding.
