Jack Johnson did not even put up a fight to save the innocent in his county. Everyone knows privatizing child support has failed in Baltimore City. It appears O'Mally and others want to further victimize the another majority black community. Although the demographic data of economics is different in Baltimore City then in PG County, the demographic population remains the same. Chapter 246 aka House Bill 636 in the state Maryland has started a new Task Force which is down by law.
First lets take a brief look at privatizing child support. This started in the United State Congress. Congress wanted to change a few things back in 1995 and child support was one of them . For some reason , the big brains thought privatizing child support would cut cost. This may have worked in other areas but when it comes to child support it fails.
The state of Maryland in 1995 selected 2 major test sites and some satellite sites in response to the federal government request. The major test sites were Baltimore City and Queens Anne's County. Other counties had small privatized offices while Queens Anne's County and Baltimore City were full blown operations. The states did this to get extra money. Yes , the government sold it people out for some change.
Proof that child support privatizing failed started on May 15, 2002. If you read the following from the Governor at that time , you cannot deny the fact. In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 495. The reason Parris Glendening vetoed the Bill was because once privatization started. The other areas step their game out. This proof was presented by a special task force. The tasked force had members from Regional Economic Studies and John Hopkins University to evaluate the performance outcomes in 24 jurisdictions. Although the governor at that time vetoed the bill, the privatization in Maryland still exist , but it only is in Baltimore City. Let me add that , the private contractors only report to the Secretary of Department of Human Resources. All the local people have no effect on the operations of privatizing child support once it takes effect. A persons only outlet will the be the Governors office or your local state delegate.
One has to ask how will the Task Force hurt the non custodial parents of child support. This information will come forward in future articles. Today is brief focus on this task force that was passed by all Congressional Members in the state of Maryland. There is hope because the Task force is made up of various members from different areas.
