Kelly Rowland the international super star on many levels was in the Nations Capital this week. She was promoting her new album due out July 3. Although Kelly has natural beauty and can charm the best of them, she is still not above the law. Before the police arrived, Kelly was outside singing a few tunes and, this caused a crowd to draw. The crowd began to block traffic and, this almost led to an arrest. Kelly used her southern ways to charm her way out of jail. If you notice in the picture below with Officer Shamika O'Malley of the D C Police department, Kelly pulled the officer groupie in for a picture and , then Kelly left as soon as she could.
